Quite honestly, as their neighbours, a bit of real help before the event might have kept the death toll down.
But somebody has to be in charge and as the closest, most tooled up and richest, I suppose it ought to be you lot. On this side of the Atlantic that seems to be the attitude of most of our aid agencies. But you will need an ongoing commitment akin to your relationship with Germany after the war if you truly want to redeem the situation.
