The Central Vermont Community Land Trust usually has no objection to seeing-eye dogs or other service animals moving into its apartments. But Cooper's service animal is a horse of a different color: a black and white miniature pony. Now the housing organization is trying to figure out whether it can accommodate a disabled woman's new companion...
